Rebecca Forbes joined Energy Strategies in 2022 and supports the firm’s regulatory practice. She evaluates utility filings and provides analysis related to customer class cost allocation and rate design. She supports the development of expert witness testimony by developing rate models and conducting research on a variety of regulatory issues.

Prior to joining Energy Strategies, Rebecca worked at NorthWestern Energy, where she led efforts related to the company’s Federal Energy Regulatory Commission (FERC) compliance and regulatory initiatives, in addition to evaluating western market expansion opportunities. Rebecca began her career working at Pacific Gas and Electric Company (PG&E), where she held positions with responsibility for PG&E’s energy storage and competitive transmission project development strategy, and FERC policy and regulatory work.

Rebecca graduated with a Bachelor of Science in Business Administration from Notre Dame de Namur University.
