JUSTIN BIEBER
Principal
Justin Bieber joined Energy Strategies in 2017 and leads the firm’s Regulatory Services practice. He helps clients navigate complex energy regulatory and commercial matters by developing effective strategies, managing regulatory risk, and achieving favorable outcomes before utility commissions and other regulatory bodies. His work spans a broad range of issues, including rates and regulation, retail service contracts, wholesale transmission and interconnection service, and financial and economic analysis.
Justin has provided expert witness testimony in more than 20 jurisdictions across the United States on key energy regulatory issues, including revenue requirements, cost allocation, rate design, and emerging large-load matters. He regularly advises clients on ratemaking, energy costs, special contracts and tariffs, grid interconnections, dedicated utility resources, and other critical issues affecting large energy users, utilities, developers, and investors.
Prior to joining Energy Strategies, Justin served as Manager of Transmission Project Development at Pacific Gas and Electric Company (PG&E), where he led the company's competitive transmission strategy and implementation efforts in response to Federal Energy Regulatory Commission (FERC) Order No. 1000. He also held leadership roles overseeing PG&E's policy, regulatory, and strategic initiatives before FERC and the California Independent System Operator (CAISO) and managed the portfolio of generation interconnection projects seeking access to PG&E's transmission system.
Justin holds an MBA and is a licensed Professional Civil Engineer.
