Celia Hashlamoun joined Energy Strategies in 2025 and supports the firm’s regulatory practice. Her responsibilities include evaluating rate filings and providing research and analytical support across a variety of utility matters. She brings over fifteen years of experience working in the natural gas and electric utility industry.
Prior to joining Energy Strategies, Celia worked as a Regulatory Consultant at Enbridge Gas Ohio, where she supported regulatory strategies related to company filings and compliance, including financial analysis, cost recovery filings, regulatory audits, and expert witness testimony. Earlier in her career, she worked at FirstEnergy Corp. within the Rates & Regulatory Affairs group, where she supported a range of rate and regulatory initiatives through financial modeling and analytical support.
