Justin Bieber joined Energy Strategies in 2017 and supports the firm’s consulting efforts on a variety of energy issues, including regulatory services, transmission and renewable development, and financial and economic analyses. He brings strong leadership, technical expertise, and business acumen to support a diverse array of business opportunities for Energy Strategies’ clients.
Prior to joining Energy Strategies, Justin was the Manager of Transmission Project Development at Pacific Gas & Electric Utility (PG&E) and was responsible for the competitive electric transmission strategy and implementation in response to Federal Energy Regulatory Commission (FERC) Order 1000. In this role, Justin negotiated strategic alliances with major business partners, launched PG&E’s competitive transmission plan to expand operations beyond its service territory, and represented PG&E’s transmission interests across the Western Interconnection. He also held positions leading PG&E’s efforts in policy, regulatory, and strategic initiatives at the FERC and California Independent System Operator and managed the portfolio of generator interconnections in the queue to interconnect to PG&E’s transmission grid.
Before focusing on the energy sector, Justin worked in project management for refining and bridge and highway infrastructure projects.
Justin holds an MBA and is a registered Professional Civil Engineer in the State of California.
